(male announcer) live from the kron 4 news station, this is the kron 4 news. oakland city leaders, battling a big jump in a crime. today -- they're laying out new strategies. all this, as the city's police department faces record-low staffing levels. and previous plans to stop the violence this year -- have seemingly failed. now for a look at the most recent crime statistics out of oakland. 119 murders this year -- that's up 21-percent from the same period last year. 210 rapes -- up 23-percent. nearly 4-thousand robberies -- a 23-percent increase. and more than 12-thousand burglaries -- a jump of 44- precent. >> reporter: there 2012 policies did not work. the is what they've been saying, so the want to do two things, there were to contract out public safety experts that ephod crime in the los angeles, detroit, what advice to take and what approach to take. second,

there would to neighborhood policing with five different areas. two of them in the east oakland area with captions on each one with crime-fighting specializing in their area. >> we have to do something. what we did last year does not seem to be working. and i think that this presents the best opportunity. >> we have to work with the resources that we have. that is warm will take a look at weather or not we can do 'smart'better and we are asking for the neighborhood to join those neighborhood safety group's third we're making a double down the safety commitment. >> reporter: police work will cost them one quarter of $1 million. unlikely. they also spoke of community policing and volunteer work with more details coming up

shots" kron4news he was 78. >> the antioch city park may look like this now, but soon it will be getting a facelift. arsonists set the toddler section of the park on fire back in september, and since then, the group take-back-antioch set out to raise money to rebuild it. the estimated cost is 250- thousand and they had to come up with the 10-percent deductible. they met their goal in 3 months. the community raised 85-hundred frazer donated 2-thousand, and p-g&e threw in 14- thousand 5-hundred. the park was renovated back in 2006 by p-g&e volunteers. since then many people bring their children out to play. once the tot-lot is rebuilt, they're hoping better lighting and a motion activated camera will be installed. p-g-and-e crews finished capping a gas leak in brentwood today. 3 families on allbrook drive had to relocate for a few hours wednesday night. while the leak source of the leak was found. which turned out to be a break in a plastic 2-inch gas main no one was hurt.

leaders will meet with the president to discuss the fiscal cliff standoff. there is no legislation pending in either the house or the senate to avoid going over the cliff. and the converstations about it. continue to be confrontational. time is running out to reach an agreement to aviod the fiscal cliff. if there's no deal, taxes will go up and spending will be slashed. some warn that combination could spark another recession. with no deal in sight, president obama left hawaii and returned to the white house. his team disputed reports that the president is sending lawmakers a scaled- down plan to avoid the "fiscal cliff." the u-s senate is back in session. democratic leader harry reid. took aim at the house of represenatives for not ending its vacation early. >> i can't imagine their conscious. they're out wherever they are around the country and we're here trying to get something done. >> late thursday.the house decided it will return to washington on sunday evening. a spokesperson for house speaker john boehner responded that reid should "talk less and legislate

more." the biggest divide continues to be taxes. democrats want to extend the bush-era tax cuts to everyone except those americans making 250- thousand dollars or more a year. many republicans remain against any tax increases. >> rep. steven latourette (ohio): nobody is willing to pull the trigger. everybody wants to play the blame game. this blame game is about to put us over the edge. >> some say a scenario that could play out is allowing tax increases to take effect on january 1st. then on the 3rd when the new congress is sworn in, lawmakers can vote to cut taxes. >> grant: joining us now, our poltical analyst micahel yaki. to you think that it is a feasible scenario? >> i think that it is pretty likely we have a speaker of

first addressed the issue last friday.calling for armed officers in all u-s schools. lapierre blamed recent mass shootings on poor oversight of the mentally ill, violent t-v shows, movies and video games.among ofther things. today keene responded to the backlash over lapierre's suggestions on school security. >> when wayne lapeer spoke about a week ago, he suggested that what has to happen and what should happen is that in every school district, administrators, teachers and parents should sit down and ask what's needed to protect the students in that school. some of them will want police officers there. others of them will want private security guards. there may be some places they want volunteers to do it. we're willing to work with everybody on those questions. but the fact is that is not a crazy suggestion. >> reporter: keene's comments come one day after a new york newspaper posted an on-line map of gun-owners in the area.using information that's publicly available. keene says a registry like that is a road map for criminals looking for guns.

a new gallup poll shows a majority of americans support stricter gun laws, but only to a certain extent. 58-percent of americans polled say they support stricter gun laws -- that's up from 43-percent in october 20-11. 51 percent are against banning assault rifles. kron4 tonight -- tracking the powerful winter storm -- still hitting parts of the u-s. and causing major travel headaches throughout the holidays. that storm -- which caused blizzard-like conditions in the midwest--- is now on the move. i'm here in the kron-4 weather center with jacqueline bennet. that looks like it is going to the east? >> jacqueline: if this still impacting the northeast states with delays associated with flights at jfk, la guardia and newark

the marvelous overpasses in carmel are a little icy. the >> reporter: white christmas in little rock, arkansas was a record breaker. the nine inches of snow that fell on christmas day broke an 86-year-old- record. i'm ed payne reporting. >> grant: part of that storm slammed the gulf coast earlier this week. a tornado in alabama on christmas day was caught on camera. check out this surveillance video from a walgreens store. it shows the twister from two different angles. you can see sparks from power lines and transformers and the twister moves two vehicles around. the national weather service says the tornado that hit mobile was an e-f- 2, meaning it had winds up to 135 miles-per-hour. it says the twister was six- miles long and 200 yards wide. a tornado also ripped through this walgreen's in side. take a look of this

>> now for today's market update. stocks end the day down. but word that house reublicans would re-convene on sunday in an effort to hammer out a last-minute budget deal.erased early trading deficits. on wall street. the dow finished the day down 18- points. it was at one point during the session down 150. >> the nasdaq lost four points. and the s-and-p 500 dropped roughly two points. new home sales jumped in november to the highest level in more than two years. the u.s. government is reporting an increase last month rose 4-point-4-percent compared to october. it's the strongest pace of new home sales since april of 20-10 the increase is due to a combination of near-record low mortgage rates, lower unemployment numbers and a drop in foreclosures -- that in turn has lifted home prices.

ford is creating more than two - thousand jobs at new plants in southeast michigan. the car-maker announced it's investing more than 773 million dollars on new equipment and production capacity in a half-dozen facilities. it's all part of ford's plan to add 12-thousand hourly jobs in the u-s and invest more than six-billion dollars in u-s plants, by the year 2015. >> the clouds will be increasing. >> jacqueline: that could even have the temperatures warming with the rainfall tomorrow afternoon and a lingering towards a saturday morning. sunday, temperatures are going to be several degrees warmer. getting back into the mid '50s. the satellite and radar with mostly clear skies. mostly sunshine with the clouds will be increasing at this hour. mostly clear for the overnight hour. overnight, this band of rainfall approaching the coast. with rainfall associated year the coast but i think that it could press onshore. by 8:00 a.m., it will be increasing
